Carter is a civil engineer with 18 years of experience in transforming ideas or concepts into reality. He has been with Adams Engineering & Development Consultants since 2018 and is the Director of Public Works. His areas of influence include program/project management, capital planning, stormwater management, and roadway design. He has worked in both the public and private sector and through this experience he has a vast understanding of the interaction between public and private entities. He understands the need for input from stake holders and the necessary review of programs and processes. Through his municipal experience he served as the city engineer with executive oversight over a municipal airport, engineering, traffic, properties and facilities, street, and development services departments for the City of Tyler. He is responsible for the execution of numerous large capital projects and has worked through the challenges from beginning to end. He also displays a strong work ethic and a dedication to succeed in his tasks.
